[ An outline for consideration. ]
INTRODUCTION
It is now a time of reorganization, following the defeat of inappropriate legislation aimed at
ameliorating the illegal migrations into the United States. It is a problem of growing proportions which demands a solution
that considers the need for a proper accounting of law and order and the securing of the international borders of this nation.
It is an opportunity, at this moment in our history, for a practical, workable solution.
This document represents an outline of ideas and procedures that it is felt can be of assistance
toward the revision of existing Congressional Resolutions (such as H.R. 2954 and H.R. 98) or for the purpose of supplying
a working outline for new legislation to accomplish the task. It is hoped that it will have the opportunity of serving its
purpose well.

OUTLINE OF DETAILS
THE SYSTEMS APPLICATION. It is felt that all efforts, legislative and otherwise, need
to be incorporated within the framework of a comprehensive "systems" operation that will have effective coordination and strong
attention to detail. It is a process utilized in a number of areas of American industry and within the corporate world in
general. It is too often ignored within government agencies and their associated operations.
SECURING THE BORDER. The first implementation needs to be a modern and truly comprehensive
border control. The first step in that direction has already begun, but in a rather floundering and extremely limited fashion.
The primary consideration needs to be applied to the full development of what is referred to as "high-tech towers" and unmanned
surveillance drones.
The U.S. Border Patrol and Homeland Security now have an initial outline for the construction
and use of such towers over a 262-mile stretch of our border in the Tucson Sector. There are already nine such towers installed
in an area covering a 28-mile stretch near Sasabe, Arizona. As soon as the related software has been properly initiated, these
units will go into service. Our military also has unmanned surveillance drones that can be applied to border oversight.
Rapid development and deployment of these special observational capabilities need to be mandated
and funded in this recommended legislation. They must also be accompanied by mandated and funded Quick Response units that
can move in rapidly, pick up the intruders and deposit them in well placed, prepared holding facilities.
All of this will be far more effective and far less expensive than a gigantic steel wall across
our entire southern border. It is something that can also be much more practical than the patchwork operations being applied
at this time.
IMPLEMENTING THE NEW BIOMETRIC ‘ID’ SYSTEM. A related factor that must be
integrated into this new system, early on, is the new, advanced fingerprint matching technology and new biometrics (that screens
unique physical traits), to be incorporated into a comprehensive employment ID method. This technology exists now and is available
now.
Even though it’s about as foolproof a system of personal identification as one could imagine,
it is currently seldom being used for border screening and it is not currently being used at all for employment identification.
This must be mandated and funded.
This new ID system also needs to be an integral part of the database that was established to
keep track of all aliens in the United States. It’s a database that is currently inadequate and therefore underutilized.
This situation needs to be corrected. This also should be addressed in the new legislation.
PHASED EXTRACTION WITH A GUEST WORKER PROGRAM. The very large numbers involved in the
invasion of our nation by illegal aliens and those here who also overstayed their visas, require some creative ingenuity to
obtain a reasonable solution. This can be accomplished by a phased withdrawal of those who are here and attempting to work
illegally. This can be accomplished one industry at a time in one geographic location at a time and should be coordinated
with a phased-in guest worker replacement program.
Those who are here illegally are then sent back to the nation of original entry (with their family,
if they are here together) and they, and others who are then outside our borders, may apply to be a part of the Guest Worker
Program. That program should also be required to determine the suitability of the applicant (work history, criminal record,
etc.) and the processes for this examination must be properly mandated and put in place.
Businesses, individuals and labor that are found not complying, as the area and industry is processed,
must face stiff penalties and, in the case of the labor element, will not be granted visas to return, under any circumstances.
("Complying" refers to voluntary withdrawal.) This too, must be made into law.
NECESSARY ANCILLARY PROVISIONS. The "anchor baby" problem must be eliminated. Almost no
other nation offers anything even close to citizenship when babies are born to foreign nationals in countries other than their
own. It makes no sense at all for us to continue such a questionable practice. Families should be kept together. Babies born
should automatically have the nationality of the parents. This should be mandated in the new legislation.
Our new alien database system must be able to automatically check for visa overstays and criminal
behavior for all who are guests in our nation. We need to learn to keep track of all such information. It’s a matter
of national security. It must be a part of the new law.
It would also be most appropriate for there to be a clear understanding, under law, that "judicial
legislation" would not be allowed to counter these efforts to secure our nation. The efficacy of our borders and the security
of our nation must be clearly shown, in this new legislation, to be the prime Constitutional responsibility that it is.
AFTERTHOUGHTS
This workable solution will certainly help to identify those in Congress who do and who do not
choose to solve this problem in a reasonable way. Let us hope that these ideas are given a chance, are not mangled beyond
redemption and not earmarked with pork. Let us hope that we can learn once again, how to be proud and worthy masters of reason
and good values. Let us hope for the best for our nation.

that "anchor baby" birthright to citizenship for newborns of illegal aliens in America.
