INTRODUCTION. We have all been listening to the hand-wringing rhetoric
about how we cannot possibly manage to return the countless millions of illegal aliens to the country from which they had
broken into our nation. It’s just too much for us to handle. It’s simply beyond us. It cannot be done.
That’s what they say. We’ve been hearing it, not only from
the far left elements that now dominate the Democratic party, we are also hearing it from a number of Republicans and from
some Independents as well. We must accept the "invasion," evidently along with the 25 % or more that commit felonies once
they get here.
A growing segment of our befuddled population is evidently now willing
to accept the claim that we cannot really control the situation. It would seem that we are not very good at the job of handling
borders. We have that problem in Iraq as well. In both cases we seem unable to eject the infiltrators and have been unwilling
to apply enough forces and advanced electronic surveillance to secure the national boundaries.
What the American population has not been told is that we most certainly
can take proper control of our borders and we definitely are more than capable of returning those who have ignored
our laws and broken into our nation. It is not beyond us at all and there is a practical way for us to do it.
THE PHASED WITHDRAWAL CONCEPT. The first thing we must do is to understand
that the numbers involved require a phased withdrawal, not some sort of impossible sudden withdrawal from everywhere at once.
This must also be accompanied by our most advanced ID technology and genuine border control. All of these things are well
within our capabilities.
Once we have applied a fully working fingerprint and biometric card system,
and after we have applied advanced electronic border surveillance technologies (with the manpower and detaining facilities
to back it up), we can then apply identification and enforcement in one region and one occupational area at a time.
And who replaces those who are detained and deported? To begin with, we
have a number of able bodied Americans who can do some of that work, especially if they are removed from the welfare system.
And the rest of the replacements can be obtained from an orderly and properly designed guest worker program.
CONCLUSION. You see, it’s not that complicated after all, now is
it? We manage far more complex systems in the business world and in our society on a regular basis and have done so for years.
This solution is well within our grasp. We just have to have the determination to reach out for it and make it happen.
As it always is so, we must be willing to solve the problem.

A Real Solution In More Detail
A SECOND INTRODUCTION. It is sincerely felt that the desired results
in every aspect of this effort requires nothing less than a strong and effective "systems solution." It is a professional
answer to a serious problem. It is really the only way to deal successfully with something of this nature.
In simple terms, this means we will actually have to learn how to do things right.
It is what we learned to do many years ago in association with the operation of most of our larger American industries
and it proved to be the backbone of our success for many years thereafter.
Among the several elements to be applied in this manner, and in this particular area
of need, are the new technologies available for border security, the implementing of advanced ID methods, effective phased
withdrawal procedures and a practical guest worker program. It is believed that all of this, properly integrated into
a "systems" structure, will provide the solution that has been sought after for so many years now.
It is believed to be the only solution that we can imagine which will be able to fill
today’s labor requirements while maintaining procedures of genuine law and order in our nation. As a matter of national
integrity, we should demand nothing less.
LEARNING TO DO THINGS RIGHT. First, we must closely examine what we did
not do right and then make immediate corrections. This is the appropriate beginning toward the ideal of a zero-defects
position. It is a goal that must always be kept in mind.
One of the areas of weakness that must be corrected is the operation of Homeland Security
and its agencies — Immigration and Customs Enforcement, and Customs and Border Protection.
These agencies have issued statements to the effect that anti-terrorism is their primary
mission. And yet, with all of their rhetoric, these agencies were reported to have attempted to deport only 12 individuals
on terrorism-related charges out of 814,073 deportation cases during the indicated period. This information has been
released and verified by the Transactional Records Access Clearinghouse. It covers a period from 2004 through 2006.
This writer has also spoken with more than one border ranch owner who tells me about
all the "junk" they must clean out of their property each morning, following nightly illegal migration through their area.
This "junk" includes growing numbers of turbans and Korans. This and other information obtained strongly suggests
a growing invasion by members of the Moslem faith. It would seem that Homeland Security and its sub-agencies need a
thorough revamping.
Other observers have been reporting that the advanced fingerprint-matching technology
and the new biometrics (to screen unique physical traits) are now available and are very seldom being used for border screening
and not being used at all in a comprehensive employment ID system.
Additional problems with border control and enforcement are being observed and reported
every day. The illegal invasion of our nation is a flood, a veritable torrent which has been piling up totals in our country
in countless millions. It is almost beyond comprehension.
All of this has been happening and continues to happen, in spite of the fact that
we have the technology to place electronic surveillance poles in appropriate locations and fly sensor drones throughout the
rest of the appropriate areas and to develop, train and deploy quick response units to pick up the infiltrators and place
them in prepared holding facilities.
This we can do. None of this is beyond us. It is all well within our current
capabilities.
THE PHASED WITHDRAWAL. Once the border has been fully secured and once
the appropriate ID system has been completely implemented, the incremental identification of illegal aliens and their withdrawal
from the workplace with a phased-in guest worker replacement (when legitimate American workers cannot be found) should then
be allowed to occur.
Because of the numbers involved, this must be accomplished in manageable geographic
and occupational phases over a considerable period of time. We have dealt with such numbers in other situations throughout
our history. It most certainly can be done in a reasonable and orderly fashion.
A FEW FINAL THOUGHTS. Don’t let anyone fool you. Using the
proven, time tested "systems" approach is a solution that can be successfully implemented. However, Congressional support
will be necessary to put this project in motion and to deal with related problems.
By way of example, The "anchor baby" scam must be stopped. Very few nations
offer anything even close to citizenship when babies are born to foreign nationals in countries other than their own.
It makes no sense at all for us to continue such a questionable practice.
We must also have a fully functional national database that will allow us to continually
check the status of existing visas and guest worker documentation. We also must continually check for criminal backgrounds
and any other questionable current activities.
Remember this, what we have here is a process that can be successfully accomplished.
What it takes now, as previously stated, is our determination to make it happen. This is not a time to
fail our nation. We must do what is necessary and we must do it now.

As sent to American media...
An Important Communication
From Jonathan West
To Special Media Friends,
The surge of responses to the "We Can Solve The Illegal Alien Problem" page of the GettingAmericaBack.org
web site have encouraged me to offer this special rejoinder.
Yes, I’m the author of the web site and its entries and of the book that was mentioned in the last transmission
to you. The attention given to all of this motivates me to offer the following answers to some of the questions many of you
have been asking. They are as follows:
Q: From all that you’ve presented, what would you describe as the key points for effective illegal
alien control in America?
A: The use of the "systems" approach, effective electronic border control, the use of the newest ID
methods, a properly enforced phased withdrawal and phased-in guest worker program, and correcting the many serious operational
defects that seem to be inherent in all government programs.
Q: Why does it seem to be that most of the media and most of the American politicians are not giving
any real solution the right time of day?
A: That’s a very good question — a question I would also very much like to know the answer
to. Does most of America feel we no longer can solve such serious problems? I certainly hope that’s not the case. I
really would like to believe we still have what it takes. What do you think?
Q: We see many other interesting subjects addressed on your web site. What about these other issues?
A: I sincerely believe that these other issues are very important to all of us as well. We have very
serious breakdowns in our legal system. We have failures in our educational system. We have growing violence all over America.
We have environmental degradation to deal with. We have much that disappoints us in our politicians on both sides of the aisle.
We have notable sins of omission from much of the major media in our nation.
We are going to have to come to the understanding that if we do not address these issues and get personally
involved, we are going to be faced with an inevitable decline and fall of our nation and our entire civilization. I know,
that certainly sounds a bit overdone, doesn’t it? But you see, that’s the direction things are actually going.
And it’s going to be up to us. In other words, it comes down to you and me. That web site details a
number of the problems and shows you how to start getting involved. The next move is up to each and every one of us.
Our future is in our own hands. And that includes your hands as well.
The time is now. I look forward to hearing from you at your earliest convenience. Please do get in touch and
let’s see what we can do.
Most sincerely,

Is That All There Is?
As you most certainly must imagine, that is most definitely not all there is. It
is a "systems solution" that is more complex and sophisticated than can be put down in just this number of words alone.
It is an operation that must include associated organizational elements, strong enforcement
processes and appropriate supporting legislation. The information presented here serves as an executive summation designed
to introduce the concept to the many of you out there who want a reasonable and workable answer to a very serious problem.
The only question now is whether or not there is enough remaining strength and will in
our nation to get behind such an effort and start to turn things around — to bring our country back. In the end,
whatever will be, will be up to you.

The first "link" below will bring you to a page where we have copied down
the executive summation of the proposal for specific legislation to solve this problem. It should be of definite
interest to you.
